Fiscal reform
forms the core of the economic strategy and is a necessary condition for all the
other reforms. For one, the funds for implementing the other areas of reform
will be available only through fiscal restructuring. While fiscal reforms are
essential for waste reduction and public dependency on the system, the thrust
would mainly be on two areas: improving tax and non-tax collection and
expenditure restructuring.
