Hon’ble PHE Minister Shri B.H. Subba attends co-ord meet in Gyalshing

Gyalshing, 10 July (IPR): Minister for Public Health Engineering Department-cum-Area MLA, Shri Bhim Hang Subba, attended co-ordination meeting with public, Zilla Panchayats and Panchayat members of all the GPUs of Yangthang constituency today at the conference hall of Zilla Panchayat Bhawan in Kyongsha, West Sikkim.
The meeting was also attended by ADC (Development), Shri Surat Gurung, BDO (Gyalshing), Shri Dinesh Pradhan, Zilla Panchayats and Panchayat members of all the GPU of Yangthang constituency, officials of various government departments and public.
The coordination meet organized by BAC Gyalshing aimed at making the public aware about various welfare works being executed through various GPU of the constituency under Panchayati Raj System and also to inform the public about works, project and schemes to be initiated in the future.
The Minister in his brief address spoke about roles of Panchayat members and their responsibilities for implementation of various public based schemes in an effective and transparent way. He expressed that the governmental benefits must reach eligible and needy people.
Claiming that mismanagement and partiality have happened while including people under BPL category and the people from white collar section are reaping benefits, Shri Subba informed that the State government has decided to initiate a fresh survey to determine the families who fall under genuine BPL category. He shared that non-governmental organizations will be tasked to conduct the survey to ensure transparency and justice to common people.
He stressed that the Panchayat members should work as people’s representatives without placing people’s political affiliations under scanner to appease any political faction.
“Injustice should not happen to the poor and needy people because of Panchayat members’ political interests and affiliations. The government benefits should reach to each and every needy households,” he said.
The Minister further informed that assessments of all the public welfare works completed and under progress in the constituency will be done in the upcoming days and a team comprising of Area MLA (himself), line department officials and the Panchayat members will be part of the assessment committee.
Speaking on problems of drinking water and water for irrigation, the Minister mentioned that as a Minister of Water Resources his priority is always to find solution for problems related to water crisis in the constituency. He stated that exploration and development of water sources in the constituency and making provision of easy availability of water will be the priority of the government.
The Minister added that the State government is always there to serve the people and their needs. He expressed that development is possible if the approach is right and the interest is selfless.
“Let’s make Yangthang constituency a model constituency through constructive and collective effort. I need the support and coordination of all through which we can together build our constituency for better tomorrow,” the Minister added.
At the outset, informing about the objective of co-ordination meeting, the BDO, Gyalshing expressed that the meeting was called to spread awareness to the people on numerous public welfare schemes being executed through Gram Panchayat Units operational in Yangthang constituency. He said that the meeting was also the part of BAC’s effort to bring people together at a platform for deliberating numerous issues concerning Yangthang constituency.
In the meeting, Rural Development Assistants from some GPUs presented report on various public welfare works being done in all the GPU of Yangthang constituency such as housing scheme, construction of footpath, roads, repairing of bridges, community centers, laying of pipelines for drinking water, etc.
They informed that most of the projects have been completed but some are pending due to various reasons. They also placed details on the funds allocated to the GPUs by the State and the Central government under various governmental schemes.
