NDMA team with SSDMA officials survey landslide-affected areas under Mangan District
Mangan, July 03 (IPR): A team of experts from NDMA consisting of Deputy Commandant Mr. Rajat Malhotra, National Disaster Management Authority (NDMA) and Dr. Piyush Gourav, Sr. Consultant (GLOF) conducted a comprehensive survey of landslide-affected areas from Mangshila to Naga, Sanklang and Phidang under Mangan District. The purpose of this visit was to conduct an extensive survey, assess the physical factors contributing to the landslides, propose mitigations, identify vulnerable areas and address the mental health and psychosocial support needs of the affected community, eventually compiling a report that would be submitted to the higher authorities and the Ministry.
The team was assisted by Liaison Officer Deputy Director SSDMA Mr. Zigmee Bhutia along with ADC (Dev.) Mr KR Limboo, SDM Dzongu Mr Arun Chettri, Deputy Director DDMA (North) Mr Karma Dorjee, BDO Mangan Mr Kailash Thapa, 107 (BRO) Captain Mr Solanki, Panchayats and all the officials of line departments.
The team identified several key factors including heavy rainfall, steep slopes, challenging topography and unstable soil composition.
Significant damage to infrastructure, including roads, houses and agricultural land was recorded. It was also reported that several houses were displaced and there was a notable impact on the local economy and livelihood.
While interacting with the residents of the affected areas, they expressed the need for a long-term solution while thanking the district administration and the government for prompt action regarding aid, relief and restoration.
Their further grievances included water management implementing measures such as water head turns, water lining and channelization to manage water flow as well as road restoration and urgent repair of both major and minor road slips.
Property and Livestock Protection Measures to protect and recover lost property, livestock and agricultural lands were also discussed for which, the officials assured them of agricultural support assistance.
Thereafter, the team had a briefing with District Magistrate Mangan Mr Anant Jain (IAS) in his chamber at DAC Pentok. The briefing also had the presence of Lachen Pipons Mr Kesang Lachenpa and Mr Kunzang Chopel Lachenpa as well as representatives of Lachen Dzumsa. The Pipons explained in detail the large-scale damage that has cut off Lachen completely for the last 9 months. They also sought immediate feasible solutions that would bring some sort of relief as the disaster has affected their livelihood.
The DM advised the NDMA team to look into the previous report prepared by LR&DM so as to understand the gravity of the situation and stated that it is of utmost importance to know the cause of damage as the extent of damage is evidently visible. NDMA officials affirmed to compile a comprehensive report keeping all the factors discussed, aiming to submit a report that would be fruitful in disaster management in the future.
DM further told the Pipons that an administrative team would visit Lachen soon, to take stock of the situation and assess the damage.
