  1. VISION, MISSION AND KEY OBJECTIVES:
The Home Department, Government of Sikkim, plays a central role in safeguarding this progress. As the nodal department responsible for internal security, law and order, civil administration, disaster management, prisons, arms regulation, and coordination with central forces, the department remains steadfast in its mission to maintain peace and preserve Sikkim’s legacy of tranquility.

This annual report outlines the key functions, initiatives, achievements, and challenges of the department over the past year. As we look ahead, the Home Department remains dedicated to ensuring that Sikkim continues to be a safe, inclusive, and harmonious state—true to the spirit of its people and the values of the Indian Constitution.

This year, Sikkim proudly celebrates 50 years of its statehood, marking a significant milestone since it became an integral part of the Indian Union in 1975. This historic occasion is not just a reflection of constitutional and political integration, but also a testimony to the state's remarkable journey toward stability, inclusivity, and development under the democratic framework of India.


3. The primary objectives and responsibilities of the Home Department are:
The prime objectives and responsibilities of the Home Department are maintenance of Law and Order, Crime Control, Police Administration, Administration of Justice, Internal Security matters, Liaison with the Central Government and other State Governments and the Army authorities.
The Department has a Protocol Division to look after Ceremonial State functions and visiting dignitaries and State guests. The requirements of the Council of Ministers are looked after by the Home Department. Matters such as the Swearing-in of Governor, Chief Minister, Chief Justice and Council of Ministers are also its responsibility. Sikkim House, New Sikkim House, Sewa Bhawan and D.K.K Bhawan at New Delhi and the Sikkim House at Guwahati, Assam are also under the control of the Department.
Home Department also looks after the State Circuit House located at VIP Colony, Gangtok. The Rajya Sainik Board which looks after the welfare of ex-servicemen and the Sikkim Relief and Rehabilitation Cell also come under the Home Department.

The Directorate of Prosecution and State Forensic Science Laboratory (SFSL) also comes under the administrative control of Home Department.
The Directorate of Coordination also comes under the Home Department vide Notification No.26/Home/2022 dated 04/04/2022.
