The Cabinet meeting held under the Chairmanship of Hon’ble Chief Minister Shri Prem Singh Tamang at Tashiling Secretariat on 7th August 2020 approved and sanctioned the following proposals pertaining to various Government Departments which are as under.

DEPARTMENT OF PERSONNEL
Creation of 177 (one hundred and seventy-seven) posts for regularization of left out temporary employees under Agriculture and Horticulture Departments who have completed 05 (five) years and more service as on 31.12.2018.

AGRICULTURE DEPARTMENT
Confirmation of approval and financial sanctioned of Rs.502.50 lakhs (Rupees five crores two lakh and fifty thousand only) for the cultivation of ginger and turmeric under Rashtriya Krishi Vikash Yojana(RKVY) during the year 2018-19.
Rs.59.76 lakhs (Rupees fifty-nine lakhs and seventy-six thousand only) for the implementation Crop Cutting Programmes under Establishment of Agency for Reporting Agriculture Statistics (EARAS).
Rs.1108.50 lakhs (Rupees eleven crores eight lakhs fifty thousand only) for the implementation of Sub-Mission on Agricultural Mechanization for the year 2019-20.

HOME DEPARTMENT
En bloc sanction of Rs.332.78 lakhs (Rupees three crores thirty-two lakhs seventy eight thousand only) as Grant-in-Aid to Sikkim Rajya Sainik Board in the current financial year 2020-21.

HEALTH AND FAMILY WELFARE DEPARTMENT
Rs.486.00 lakhs (Rupees four hundred eighty-six lakhs only) towards payment of monthly honorarium to Accredited Social Health Activists (ASHA) for the current financial year 2020-21.
Rs.31.16 lakhs (Rupees thirty-one lakhs sixteen thousand only) towards State share to Ayushman Bharat-Prime Ministers Jan Arogya Yojana (AB-PMJAY) Scheme for the financial year 2019-20.
Rs.5.00 crores (Rupees five crores only) towards State share to National Health Mission (NHM) programme for the current financial year 2020-21.
Rs.40.00 crores (Rupees forty crore only) towards procurement of medicines and consumables for financial 2020-21.

HORTICULTURE DEPARTMENT
Rs.50.00 lakhs (Rupees fifty lakhs only) to be transferred as grants-in-aid to Sikkim Organic Certification Agency (SSOCA).

SOCIAL JUSTICE AND WELFARE DEPARTMENT
Rs.170.40 lakhs (Rupees one hundred seventy lakhs forty thousand only) to be released as grants-in-aid to Extruder Plant (EFPP) towards the payment of salaries and wages.

POWER DEPARTMENT
Rs.54.07 crores (Rupees fifty-four crores seven lakhs only) to repay the loan to State Bank of Sikkim, Gangtok has taken in 2019-20 to settle the pending bills of NTPC, NHPC etc.

CULTURE DEPARTMENT
Rs.30,99,514/- (Rupees thirty lakhs ninety-nine thousand five hundred and fourteen only) for the expenditure incurred in 2018 on landscaping and beautification of Chenrizig Singkham Riwa Potala at Sanga Choeling, West Sikkim, at the time of its inauguration.

PRINTING AND STATIONERY DEPARTMENT
Rs.52,37,615.00 (Rupees fifty-two lakh thirty-seven thousand six hundred and fifteen)only for the work “Replacement of Roof with PVC board ceiling including allied works of Printing and Stationery Department at Jewels Buildings Complex, Tadong, East Sikkim”.
Rs.2,02,70,430/- (Rupees two crores two lakhs seventy thousand four hundred and thirty only) and confirmation of financial sanction of Rs. 2,00,00,000/- (Rupees two crores only) for the procurement of Binding Machines along with standard accessories through State Trading Corporation (STCS).

CO-OPERATION DEPARTMENT
Rs.2,61,66,667.00 (Rupees two crores sixty-one lakhs sixty-six thousand six hundred and sixty-seven only) and financial sanction of Rs.2.50 crores (Rupees two crores fifty lakhs only) for the construction of Head Office cum Training Institute of SICUN.

ANIMAL HUSBANDRY & VETERINARY SERVICES DEPARTMENT
Rs.80,10,664.00 (Rupees eighty lakhs ten thousand six hundred and sixty-four only) for purchase of livestock feed ingredients for 12 months for feeding Government farm animals from 1st June to 31st May 2021. Ex-post facto approval is also solicited to transfer the fund amounting to Rs.40,05,332/- to district offices as the first instalment.
Rs.49.35 lakhs (Rupees forty-nine lakhs thirty five thousand only) and transfer the same to Sikkim Livestock Processing and Development Corporation Limited (SLP&DC LTD) as the final instalment of State Share for the establishment of a modern abattoir for poultry birds at Melli Dara in South Sikkim.
The proposal with regards to import of 4 exotic pigs from the United Kingdom and purchase of 50 local piglets at piggery farm; Gyaba; Gyalshing.: Post-facto approval and financial sanction of Rs.28,42,000/- (Rupees twenty-eight lakhs forty two thousand only).
Boundary fencing of Government pig farms located in four Districts and organizing de-worming camps. Post-facto approval and financial sanction of Rs.13,50,000/- (Rupees thirteen lakhs fifty thousand only) and administrative approval and financial sanction of Rs. 65,50,000/-(Rupees sixty-five lakhs fifty thousand only).

FOOD AND CIVIL SUPPLIES DEPARTMENT
Rs.25.00 lakhs (Rupees twenty five lakhs only) for the construction of Mediation Centre at District Consumer Disputes Redressal Forum, Rabdentse, West Sikkim.

EDUCATION DEPARTMENT
Rs.101.10 lakhs (Rupees one crore one lakh and ten thousand only) for the construction of Government Degree College at Rhenock, East Sikkim.
Rs.13.00 crores (Rupees thirteen crores only) to be released as grants-in-aid to Polytechnics, Advanced Technical Training Centre (ATTC), Bardang ,East Sikkim and Centre for Computer and Communication Technology (CCCT) Chisopani, South Sikkim for the financial year 2020-2021.

URBAN DEVELOPMENT DEPARTMENT
Rs.200.97 lakhs (Rupees two hundred ninety-seven lakhs only)as grant-in-aid to Sikkim Housing & Development Board (SHDB) to meet up the expenses on salary for the year 2020-21.
Rs.243.75 lakhs (Rupees two hundred forty-three lakhs seventy-five thousand only)as Central share and Rs.27.08 lakhs (Rupees twenty-seven lakhs eight thousand only) as State share and transfer the same to DAY-NULM account for the implementation of Deendayal Antyodaya Yojana-National Urban Livelihoods Mission in Sikkim in the current financial year 2020-21.

POWER DEPARTMENT
Rs.250.00 lakhs (Rupees two hundred fifty lakhs only) for facility Management Service (FMS) contract with Tata Consultancy Services (TCS) Limited, Kolkata for the year 2020-21. Approval is also solicited to continue the Facility management services from TCS Limited until the end of the current financial year.

RURAL DEVELOPMENT DEPARTMENT
The revised administrative approval of Rs.2, 60, 55,538.00 (Rupees two crores sixty lakhs fifty-five thousand five hundred thirty-eight only) with an additional financial sanction of Rs.83, 86,538.00 (Rupees eighty-three lakhs eighty-six thousand five hundred thirty-eight only) for the construction of 40 mtr span steel bridge over Takcham river along RCR from Soureni to Nandok, East Sikkim.
Rs.350.03 lakhs (Rupees three crores fifty lakhs three thousand only) and additional financial sanction of Rs.66,86,000.00 (Rupees sixty-six lakhs eighty six thousand only) for the construction of 40 mtr span steel bridge at Andheri Khola along RCR from Basnet Gaon to Khongsee, East Sikkim.
Rs.1,98,11,628.00 (Rupees one crore ninety-eight lakhs eleven thousand six hundred and twenty-eight only) and additional financial sanction of Rs.53,53,176/- (Rupees fifty-three lakhs fifty-three thousand one hundred and seventy-six only) for the construction of 30 mtr span steel bridge over Duray Khola along Tshalamthang to Tareythang road, East Sikkim.
Administrative approval and financial sanction of Rs.3015.65 lakhs (Rupees thirty crores fifteen lakhs sixty five thousand only) as release of 5th Finance Commission recommended devolution of the fund to Rural Local Bodies for the financial year 2020-21.

FOREST AND ENVIRONMENT DEPARTMENT
Rs.1,16,20,000/-(Rupees one crore sixteen lakhs twenty thousand only) for the implementation Management Action Plan for conservation and management of Khecheopalri wetland in West Sikkim under National Plan for the conservation of Aquatic Eco-Systems (NPCA) during the year 2020-21.
Rs.61.74 crores (Rupees sixty-one crores seventy-four lakhs only) for the implementation of Annual Plan of Operation 2020-21 of JICA-assisted Sikkim Biodiversity Conservation and Forest Management Project (SBFP).

ROADS AND BRIDGES DEPARTMENT
Rs.655.12 lakhs (Rupees six hundred fifty-five lakhs twelve thousand only) and financial sanction of Rs.50.00 lakhs (Rupees fifty lakhs only) for the following works:
i. Construction of new road from Bhasmey PWD to Chuwan Turning via Kali Khola (3.15 km) at Rs.4,70,51,547.00 (Rupees four crores seventy lakhs fifty one thousand five hundred and forty-seven only)
ii. Construction of 15 mtr span Steel Bridge over Kali Khola along new road from Bhasmey PWD Road to Chuwan Turning (Pachey-Rorathang) via Kali Khola in East Sikkim at Rs.1,84,60,927.00 (Rupees one crore eighty-four lakhs sixty thousand nine hundred and twenty-seven only).
Administrative approval and financial sanction of the following with regards to restoration work at landslide zone along Lal Turning road under Pakyong Sub-Division in East Sikkim:-
i. Post-facto approval and financial sanction of Rs.40.00 lakhs (Rupees forty lakhs only).
ii Administrative approval of Rs.1,68,59,270.00 (Rupees one crore sixty-eight lakhs fifty-nine thousand two hundred and seventy only) and financial sanction of Rs.51,91,793.00 (Rupees fifty-one lakhs ninety one thousand seven hundred ninety-three only).
Rs.151.615 crore (Rupees one hundred and fifty-one crores sixty-one lakhs and fifty thousand only) and additional financial sanction of Rs.11,89,25,744.00 (Rupees eleven crores eighty-nine lakhs twenty-five thousand seven hundred and forty-four only)for the work “Up-gradation to the intermediate standard of Gangtok-Rumtek-Sang road in East Sikkim.

SOCIAL JUSTICE & WELFARE DEPARTMENT
Rs.350.00 lakhs (Rupees three crores fifty lakhs only) and financial sanction of Rs.140.00 lakhs (Rupees one crore forty lakhs only)for construction of one Scheduled Caste Girls Hostel at Rangtu Ralap in East Sikkim under Babu Jagjivan Ram Chhatrawas Yojana (BJRCY).
Rs.25.00 lakhs (Rupees twenty-five lakhs only) and transfer the same to ESCROW account of Pradhan Mantri Matru Vandana Yojana (PMMVY) under UMBRELLA ICDS for the implementation of the scheme in the State of Sikkim.

COMMERCE AND INDUSTRIES DEPARTMENT
Rs.57,57,750/- (Rupees fifty-seven lakhs fifty-seven thousand seven hundred and fifty only) and transfer to Sikkim Handloom & Handicrafts Development Corporation Limited for Technology Up-gradation Project under North Eastern Region Textile Promotion Scheme.
Rs.20,00,000/- (Rupees twenty lakhs) only as part State share for the construction of Flattened Factory complex by demolition of Old Sikkim Khadi & Village Industries Board (SKVIB) Buildings at Deorali, Gangtok
Post facto approval and financial sanction of Rs.25,00,000/- (Rupees twenty-five lakhs) only as grants-in-aid to be released to State Trading Corporation of Sikkim (STCS) for the financial year 2020-21.
Repayment of loan to HUDCO by SIDICO during 2020-21 Gangtok are as under:-
i. Rs.10,36,20,000/- (Rupees ten crores thirty-six lakhs twenty thousand only) towards repayment of the loan to HUDCO by SIDICO during 2020-21.
ii. Rs.2,66,76,929/- (Rupees two crores sixty-six lakhs seventy-six thousand nine hundred twenty-nine only) released to SIDICO.
Rs.25,00,00,000/- (Rupees twenty-five crores only) for the implementation of “Skilled Youth Start-Up Scheme” in the current financial year, Gangtok.

HEALTH AND & FAMILY WELFARE DEPARTMENT
Rs.150.62 lakhs (Rupees one crore fifty lakhs sixty two thousand only) towards the implementation of National AYUSH SAAP of 2019-20 during the financial year 2020-21.

FINANCE DEPARTMENT
The Cabinet approved and sanctioned Rs. 481.00 crores (Rupees four hundred eighty-one lakhs only) for the implementation of Sikkim Garib Awas Yojana (SJAY) under the Rural Development Department.

SKILL DEVELOPMENT DEPARTMENT
Rs.2,77,14,960/- (Rupees two crores seventy-seven lakhs fourteen thousand nine hundred and sixty only) and release the same to SICB, Karfectar for the implementation of the Pradhan Mantri Kausal Vikas Yojana (PMKVY) in the State of Sikkim.
