District-Level Mock Drill on Earthquake Conducted in Namchi District
Namchi 12 September 2024 (IPR): A District Level Mock Drill on earthquake-induced calamity organized by Namchi District Disaster Management Authority (DDMA)in coordination with Sikkim State Disaster Management Authority(SSDMA) and National Disaster Management Authority (NDMA) was successfully conducted, today.
The simulation of an earthquake disaster scenario and Glacier Lake Outburst Flood (GLOF) at various location points across Namchi district was operated by DDMA Namchi.
The mock drill was conducted under the supervision of Ms Anupa Tamling Responsible Officer-cum-DC (Namchi) along-with Mr Subash Ghimirey ADC Namchi (HQ) as Incident Commander, Dr T N Gyatsho Bhutia Sr SP(Namchi) as Operation Section Chief and Nodal officers.
The mock drill was a simulation scenario of an earthquake measuring 7.2 richter scale.
The objective of the drill exercise was to make a logical and effective decisions while managing and coordinating during times of disaster. It was also conducted to mitigate and minimise the loss of life and property as per the guidelines of Incident Response System (IRS) under NDMA.
The Mock Drill commenced with the sound of emergency siren at various locations points. The DC along with other officers were assembled at the District Control Room which was set up at Integrated Command and Control Centre, Namchi. The control centre monitors the damages caused by any calamity.
Thereon, a real-time scenario was established at various location namely:
1.Namchi District Hospital: A real-time scenario was simulated where a wall of TB ward got collapsed and patients trapped inside were safely rescued and evacuated. The patients brought from different locations were also treated immediately. The Incidence was led by the Incident Commander CMO (Namchi) with the assistance of staff members.
2. Yangang Sr. Sec School: A scenario was staged where a school building was damaged and few students were trapped inside, a search and rescue situation was conducted by SDRF, Police Dept, Sai Samiti Volunteers team led by the Incident Commander SDM (Yangang) and the casualties were shifted to the nearest PHC.
3. Jorethang Sr. Sec School: A fire break out scenario was set up at Jorethang Senior Secondary School led by the Incident Commander SDM (Jorethang). The incidence was taken up to prepare on how the students would react to the situation and take safety measures to quickly and safely evacuate from the buildings. It was reported that a fire broke out in class X where some students were trapped. The rescue team of Fire Dept. Sai Samiti Volunteers reached the spot and safely evacuated those students and were taken to Jorethang Community Health Centre.
4. Seleley Ravangla: A landslide scenario was created at Seleley Ravangla led by the Incident Commander SDM (Ravangla). The incidence was taken up to prepare on how the road blockage needs to be cleared, how to rescue and evacuate people safely. It was reported that a passenger vehicle met an accident with two passengers getting trapped inside, the road got blocked where Borong and Phamtham areas under Rabong Sub-Division got cut off from other areas, the restoration of road was completed at 12:30 pm and passengers were rescued and were taken to Ravangla PHC.At around 12:30pm operation was successful the road connecting Ravangla to borong was cleared pipeline and the power supply was restored and the fallen trees and debris were cleared.
5. Mankind Pharmaceutical Amaley: A Mega Chemical Disaster scenario was devised at Mankind Pharmaceutical, Amaley led by the Incident Commander BDO (Temi). The incidence was created to prepare on how to safely rescue and evacuate people during the disaster. It was reported that a huge chemical spillage had occurred and many people were stuck inside, as such NDRF was required to rescue them. After the arrival of NDRF, people trapped inside were safely rescued and taken to CRH and Sokegyang Hospital.
6. Lower Mamring: A GLOF scenario was generated at Lower Mamring, led by the Incident Commander BDO (Namthang). The incidence was created to prepare on how to safely rescue people who have been washed away in the river. It was reported that people were rescued and with the help of DDMA and QRTs of Pharma Companies along with the support of Police personnel were taken to the nearest PHC.
Similarly, Bhaichung Stadium was designated as a relief camp for the evacuees. Patients from different incident area were brought there and immediate medical treatment were provided to them. Adequate supply of food, medical unit and bed rooms were installed. DCSO (Namchi) was designated as the Incident Commander at Bhaichung Stadium.
Overall, 7 villages in the district were affected, impacting a population of 3700 in total, the exercise simulated the loss of 7 lives, with 3 individuals reported missing, 144 people rescued and 1290 people were evacuated towards the safer locations.
Among the injured 10 people suffered gravious injuries.
The Health Department team of Namchi implemented a color coding system to categorise casualties:
Black (dead), Red (severely injured), Yellow (least injured), and Green (discharged after first aid).
Following the drill, Ms Anupa Tamling DC (Namchi), Dr. T N Gyatsho Sr SP Namchi, Mr Subash Ghimirey ADC (Namchi) (HQ), Ms Trisang Tamang ADC Namchi, Mr Saran Kalikotay SDM Namchi along with other officers chaired a debriefing session conducted by consultant NDMA Maj. Gen. (Retd) Sudhir Bahl. During the session, DC (Namchi) gave a brief report on the disasters occurred and the rescue and relief operations taken in Namchi District.
Further, the Observer of Namchi District Dr. T Uday Kumar CMO ITBP and Assistant Commandant Mr. Robin J briefed regarding the mock drill and the rescue and relief operation conducted in the district.
It may be mentioned here that the members of Satya Sai Disaster Management actively participated in the said event.
