Government Strengthens Rural Governance: Panchayati Raj Secretary Conducts Inspection in Gyalshing

In a significant move to strengthen rural governance and accelerate developmental initiatives, Mr Dushyant Pariyar, Secretary, Panchayati Raj, Government of Sikkim, conducted an official inspection of various Gram Panchayat Units (GPUs) under Gyalshing District. The visit aimed to assess the progress of ongoing projects, evaluate on-ground challenges and ensure the effective implementation of rural development schemes.
The Secretary was accompanied by Mr Surat Gurung, ADC (Development), Mr Garap D Bhutia, BDO Gyalshing, Mrs San Kri Limboo, President, 13-Darap Singpheng GPU, Mr Ran Bahadur Limboo, President, 12-Nambu Sindrabung GPU, Ms. Angel Lepcha, DE(RDD), Ms Priya Kharka, AE, BAC Gyalshing, Mr Nedup T Bhutia, Assistant Director, PRI, along with RDAs, PDAs, PAAs, VAAs, and other officials.
Upon his arrival at 12-Nambu Sindrabung GPU and 13-Darap Singpheng GPU, Mr Pariyar was accorded a warm reception. Subsequently, he was briefed on the functioning of the GPUs and the key challenges affecting field operations, including staff shortages, cadre review issues and delays in construction work, which have been hindering the efficient implementation of developmental programmes.
During his field visit, the Secretary inspected under-construction buildings and ongoing projects in both GPUs. Acknowledging the concerns raised by officials, he assured that the department would undertake necessary interventions to resolve critical issues at the earliest, ensuring the timely and effective execution of rural development initiatives.
Further, Mr Pariyar visited the District Panchayat Resource Center (DPRC) at Kyongsa, where he was apprised of the deteriorating condition of the facility. He assured that immediate steps would be taken for its maintenance and improved functionality.
Following the field visit, a coordination meeting was convened at the conference hall of the ADC (Development) office, Kyongsa. The meeting was attended by ADC (Development), BDOs (Gyalshing, Dentam, Hee-Martam and Chongrang), DPO(GDZP), Zilla and Gram Panchayat representatives, PRI members and other officials.
The primary agenda was to review the functioning of the department and assess the status of various developmental projects undertaken in the district. Mr. Surat Gurung, ADC (Development), provided a comprehensive overview of the discussions, highlighting ongoing projects and the operational framework of the department.
Addressing the gathering, Mr. Pariyar highlighted the government's commitment to strengthening rural governance and ensuring the effective implementation of developmental programs at the grassroots level. He emphasized a collaborative approach in overcoming key challenges and urged all stakeholders to work in unison towards achieving excellence in project execution.
An interactive session was also held, allowing participants to raise queries and concerns regarding rural governance and infrastructure development. The Secretary assured that all issues brought to notice would be duly considered for further deliberation and appropriate action.
The meeting concluded with a vote of thanks, marking the culmination of a productive and insightful field visit aimed at enhancing the efficiency and effectiveness of rural development initiatives in Gyalshing District.
