Second Session (Part-IIl) of the Eleventh Legislative Assembly commences
Gangtok, March 25 (IPR):
The Second Session (Part-IIl) of the Eleventh Legislative Assembly commenced at the Sikkim Legislative Assembly (SLA), today.
The session was presided over by the Speaker, SLA Mr Mingma Norbu Sherpa.
During the Financial Business, the Chief Minister Mr Prem Singh Tamang-Golay , also the Minister-in-Charge of the Finance Department presented the Second Supplementary Demands for Grants.
The House considered and passed the Supplementary Demands for Grants, to meet the gross additional expenditure for the remaining part of the financial year 2024-25. An Appropriation Bill for the same was passed unanimously.
Additionally, the Chief Minister also the Minister-in-Charge of the Home Department informed the House regarding the withdrawal of the Code of Criminal Procedure (Amendment) Bill 2022 (Bill No. 8 of 2022) from the Center, which had gone for the President’s assent. It has been withdrawn due to the introduction of Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS).
Earlier, the session also saw the introduction of the Capital University (Amendment) Bill, 2025 (Bill No.12) by Mr Raju Basnet, Minister of Education Department. The bill aims to allow affiliation in accordance with UGC guidelines. It is scheduled for discussion on Wednesday, March 26, 2025.
During the session, the Speaker announced laying on the table of the House the following Annual Reports:
1. Sikkim Information Commission – Annual Reports for 2022-23 and 2023-24.
2. Agriculture Department, Government of Sikkim – Annual Report for 2022-23.
3. Home Department, Government of Sikkim – Annual Reports for 2022-23 and 2023-24.
4. Printing and Stationery Department, Government of Sikkim – Annual Report for 2023-24.
