Sikkim Legislative Assembly Passes Budget Grants for Multiple Sectors

The third day of the Second Session (Part III) of the Eleventh Assembly (Budget Session 2025-2026) of the Sikkim Legislative Assembly commenced at the Sikkim Legislative Assembly Secretariat, today.
During the Legislative Business, the session saw the passing of the following bills presented by the Minister-In-Charge of Education Department which was introduced on the second day of the budget session of 2025-2026.
1 The Atal Bihari Vajpayee Skill University Sikkim Bill, 2025 (Bill No. 13 of 2025)
2 The Sengol International University Bill, 2025 (Bill No. 14 of 2025)
3 The Fusion University Sikkim Bill, 2025 (Bill No. 15 of 2025)
It was followed by discussion on Motion of Thanks on the Governor’s address to the House placed on the second day of the Budget Session. Since no discussion ensued, the Motion of Thanks was put to vote and subsequently passed by the House.
During the Financial Business, the following Members took part in the discussion on the General Budget 2025-2026:
Minister Mr Arun Kumar Upreti, in his address, welcomed the budget and acknowledged the points presented by the Leader of the House, Mr Prem Singh Tamang. He stated that the budget has been formulated with the interests of the people of Sikkim in focus. He emphasised that provisions have been made to ensure the development of various sectors, including health, education, roads, and other essential services. He further stated that the budget reflects the government's commitment to addressing the needs of the population by allocating resources in a balanced manner across different areas. He reiterated that every sector has been considered to ensure overall development and accessibility of services for all.
MLA Mr LN Sharma, in his address, welcomed the budget and acknowledged the initiatives and schemes presented by the Leader of the House. He expressed gratitude for the developmental projects currently in progress and those proposed in this year’s budget session. He stated that the budget reflects the government’s approach to governance through planned initiatives and structured programmes. He highlighted the importance of the ongoing and proposed projects in strengthening infrastructure, public services, and other key sectors.
MLA Mr Aditya Golay, in his address, expressed gratitude for the developmental projects being implemented for the benefit of the youth and the people of the state. He stated that these initiatives reflect the government’s efforts to enhance opportunities and resources for various sections of society. He highlighted that, under the leadership of the Chief Minister, 4,010 tablets have been distributed across 443 schools so far. He acknowledged the impact of this initiative in providing students with access to digital learning tools and improving their educational resources. He further requested the government to consider the distribution of laptops to students in colleges and schools, stating that such an initiative would further support their academic and professional growth.
In response to the discussion on the budget presented by the members of the house, Chief Minister Prem Singh Tamang, in his address, highlighted that the budget for the financial year 2025-26 has been framed to benefit the people of Sikkim.
The Chief Minister said the budget reflects the government’s strategic focus on key sectors, prioritising tourism, roads, water, electricity, education, forests, social security, and development.
He stated that the budget aims to achieve full literacy in the state while also considering the celebration of Sikkim’s 50 years of statehood. Additionally, he highlighted various developmental projects undertaken by the state government and mentioned key schemes such as Aama Yojana, Bahini Yojana, the Chief Minister’s Discretionary Grants, and others.
The Leader of the House said that improving the employability of youth in the state and developing Sikkim as a healthcare and wellness hub are key priorities.
Subsequently, the session also saw the presentation, voting and passing of Separate Demands for Grants 2025-2026 under the Minister-in-Charge of following departments:
(i) Tourism and Civil Aviation
Department and Commerce & Industries Department, Mr Tshering Thendup Bhutia
(ii) Public Health Engineering Department,Water Resources Department and Ecclesiastical
Department, Mr Sonam Lama
(iii) Rural Development
Department and Cooperation Department, Mr Arun Kumar Upreti
(iv) Social Welfare Department, Women, Child, Senior Citizen and Divyangian Welfare Department and Printing & Stationery Department, Mr Samdup Lepcha
(v) Buildings & Housing Department and Labour Department, Mr Bhim Hang Limboo
(vi) Urban Development Department and Food & Civil Supplies Department Mr Bhoj Raj Rai,
The House was then adjourned till 11:00 AM of March 28, 2025.
