Training of Special Juvenile Police Unit (SJPU) Successfully Conducted at Soreng District
Soreng, April 21 (IPR):
A training programme for the Special Juvenile Police Unit (SJPU) was chaired by Mr DR Bista, ADC-I and was conducted today, at the Video Conference Hall of the District Administrative Centre (DAC), Soreng.
The training focused on preparing the SJPU officers with in-depth knowledge and understanding of key legal frameworks including the Juvenile Justice (Care and Protection of Children) Act, 2015, Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, Cigarettes and Other Tobacco Products Act (COTPA), 2003 and Sikkim Anti-Drugs Act (SADA).
Addressing the gathering, Mr DR Bista highlighted the importance of the training in strengthening juvenile justice processes in the district. He gave his valuable insights into the formation of the Special Juvenile Police Unit, which was officially established on January 25, 2025. He then, stressed the importance of the training in enhancing the skills of police officers when dealing with juveniles in conflict with the law or in need of care and protection.
Additionally, Mr DR Bista urged all participants to take the sessions seriously and encouraged them to apply the knowledge gained in their field duties to ensure legally sound policing practices.
Advocate Neha Dhudani (Resource Person), conducted a comprehensive session on two vital legal frameworks- Juvenile Justice (Care and Protection of Children) Act, 2015 and Cigarettes and Other Tobacco Products Act (COTPA), 2003.
She gave a detailed presentation on the historical background, key definitions and objectives of the Juvenile Justice Act. She further, elaborated on the various sections highlighting the rights of juveniles, the role of Child Care Institutions (CCIs) and the Central Adoption Resource Authority (CARA) in adoption processes. She emphasised, on the challenges in implementing the Act where she offered practical suggestions to strengthen its enforcement and stressed on the duties of police officers in protecting child rights.
In addition, a brief overview of the COTPA, 2003 was provided, highlighting its significance in curbing tobacco use and protecting public health.
The second part of the session was led by Advocate Meghanjali Tamang (Resource Person). Also, she presented a detailed presentation on two topics - Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 and Sikkim Anti-Drugs Act (SADA).
Advocate Meghanjali Tamang, in her presentation provided an in-depth overview of both Acts, highlighting their objectives, legal provisions and the mechanisms established to control and combat drug abuse and trafficking. She then, explained the scope and application of the NDPS Act focusing on the prohibition, regulation and punishment related to narcotic drugs and psychotropic substances.
Further, she emphasised on the Sikkim Anti-Drugs Act (SADA), a state-specific law aimed at curbing drug abuse in Sikkim. She stressed, on its relevance in the district and discussed its key provisions, enforcement strategies and the role of Police Officers in implementing the Act effectively.
Aeromeena Lepcha, Legal -cum-Probation officer (District Child Protection Unit) made the Special Juvenile Police Unit (SJPU) aware of the objective of “Joint Action Plan (JAP), Ek yudh nashe ki virudh”, whereby all the stakeholders have the responsibilty in eradicating drug abuse and illicit trafficking.
The training also saw the presence and participation of Mr Bikash Basnett DSP (HQ), Mr Jigmee W Bhutia (SHO Nayabazar), Mr Santa Bdr Gurung SHO (Soreng), Mr Sovit Khatri PI (Sombaria), Ms Norkey Lepcha SI (Soreng), Mr Hasta Man Rai SI (Kaluk), Mr Prakash Gurung ASI (Kaluk), Ms Aeromeena Lepcha Legal-cum-Probation Officer (District Child Protection Unit), Advocate Neha Dhudani (Resource Person), Advocate Meghanjali Tamang (Resource person), Ms Ester Lepcha WCT (Kaluk), Ms Lozi Phung Limboo WCT ( Nayabazar), Ms Puspa Kri Darjee (Sombaria), Ms Manita Gurung WCT (Soreng), Mr Rubaesh Gurung Social Worker (District Child Protection Unit).
