Review Meeting on Aspirational District Programme at DAC Soreng

Mr Arun Kumar Singh Deputy Secretary (DFS), Ministry of Finance, Government of India, chaired a review meeting with regard to the performance of the Aspirational District Programme at District Administrative Centre Soreng, today.
The meeting was organised by the State Level Bankers' Committee (SLBC, Sikkim) in collaboration with the District Administration Soreng.
The objective of the meeting was to review the performance of the district’s 49 parameters of the Aspirational District Programme (ADP), an initiative launched by NITI Aayog to transform underdeveloped districts through focused development efforts.
During the meeting, Mr Arun Kumar Singh emphasized the importance of schemes and called for the coordination between banks and line departments to encourage socio-economic development in Soreng district. He then, urged banks to strengthen their outreach and ensure that all the benefits of financial schemes reach out to the beneficiaries.
He spoke on various key schemes such as the Pradhan Mantri Jan Dhan Yojana (PMJDY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Employment Generation Programme (PMEGP), Pradhan Mantri Vishwakarma Yojana (PMVY), Atal Pension Yojana (APY), Pradhan Mantri Surekha Bina Yojna (PMSBY) and other financial inclusion schemes.
Additionally, the DC appraised the chair about the e-certificates, informing that the employees of Common Service Centre (CSC) will be trained and the e- certificates will be issued for the said centre for the public convenience. He then, reiterated the importance of financial inclusion in fostering holistic development and urged all stakeholders to work collaboratively in improving the district’s performance across various indicators.
Initially, a detailed presentation was presented by Dr. Nigidita Pradhan (Aspirational Block Fellow) of Soreng district, where she gave an overview of the Aspirational District Programme (ADP), highlighting few of the major aspects of the ADP, that included objective and focus areas ranking and monitoring, selection of district, three C’s (Convergence, Collaboration and Competition). She further stressed on Key Performance Indicator (KPI), mentioning few aspects of the Aspirational Block Programme (ABP). She also mentioned about the achievements made by the district under ADP, informing that Soreng district has secured 1st position in health and nutrition, and basic infrastructure sectors.
The meeting also had presence and participation of Mr Dhiraj Subedi District Collector (Soreng), Mr DR Bista ADC (Soreng), Mr Gaayas Pega ADC (Development), Mr Prem K Subba SDM (HQ), Ms Sakchum Lepcha SDM (Soreng), Dr Namgay Bhutia CMO (Soreng), Mr Nand Kishore Singh, GM SBI & SLBC Convenor, Head of Offices, BDOs, Mr Rupen Lamichhaney AGM (NABARD), Mr Kallol Bhattacharya Chief Manager (Lead Bank), Mr Gadadhar Ray Coordinator (SLBC) and bank representatives.
The meeting concluded with a vote of thanks proposed by Mr DR Bista ADC (Soreng).
Later in the day, Mr. Arun Kumar Singh conducted a field visit. He was accompanied by the Block Development Officer (BDO) of Chumbung, the Child Development Project Officer (CDPO) of Soreng, officials from the State Level Banking Committee (SLBC), and representatives from the Health Department. The team inspected the facilities at the Integrated Child Development Services (ICDS) center and the Community Health Centre (CHC) in Chota Samdong.
