Inspection Conducted at One Stop Centre (OSC), Soreng.
Soreng, 16 June:
In compliance with directives issued by the Ministry of Women and Child Development, Government of India, a comprehensive inspection was carried out at One Stop Centre (OSC), Soreng, on 16th June 2025. The primary objective of the visit was to assess the overall functioning of the Centre, review the infrastructure and facilities, and ensure that the Centre remains accessible to women in distress, including being fully disabled-friendly.
OSC, functioning under the Women, Child, Senior Citizens, and Divyangjan Welfare Department (WCSCDWD), is located in a rented premise at Pragati Chowk, below the Police Station in Soreng District. The Centre operates with a committed team of seven staff members comprising a Centre Administrator, Para Legal Lawyer, Case Worker, Multi-Purpose Worker, two Home Guards, and one Women Helpline-181 Call Operator.
The inspection identified the need for infrastructure improvements, including the requirement for additional space and separate rooms for staff, a dedicated counselling room, a waiting area, and enhanced privacy for sheltering aggrieved individuals. Recommendations were also made to provide essential amenities such as wheelchairs, stretchers, and other necessary infrastructure to better support women in distress.
The inspection was preceded by a detailed PowerPoint presentation by the Centre Administrator, outlining the functioning of the OSC, the roles and responsibilities of each staff member, and the various activities undertaken since the Centre's inception.
The inspection was conducted by the following officials:
Mr DR Bista (Additional District Magistrate), Mr Chewang Dorjee Bhutia, (Deputy Superintendent of Police)/ (SDPO) Soreng, Mr Santa Bahadur Gurung, (Police Inspector) (SHO), Soreng, Dr. Abhishek Subba (Medical Officer), PHC Soreng, Mrs Gouri Tamang, (Deputy Director / CDPO) Soreng, Mrs Rajni Pega, (District Project Officer) DDMA Soreng, and Mr Uttam Gurung, (Welfare Inspector).
The visiting officials committed to conducting quarterly inspections going forward. Several key suggestions were put forth, including increased public awareness campaigns across all four Constituencies in Soreng District, greater visibility of the Centre’s office address, installation of public information boards, and prominent highlighting of the “Women Helpline Number – 181”.
The Women, Child, Senior Citizens, and Divyangjan Welfare Department, Government of Sikkim, reaffirms its commitment to strengthening the support systems for women facing domestic violence and distress Women. Efforts will continue to ensure that all OSCs are adequately equipped with the necessary facilities and staffed by trained personnel to provide timely and effective assistance, while enhancing the accessibility and impact of these Centres across districts.
